Description:
When a user posts an assignment near the due date, the files attached are not moved to permanent storage causing issues when trying to access the submission's attachment.
Steps to Repeat:
  1. Log into Blackboard Learn Ultra Experience as an administrator
  2. Go to System Panel > Course and create an Ultra Course
  3. Access the course and go to the Gradebook
  4. Click on the Gear Options and uncheck the option 'Assign automatic zeros for past due work'
  5. Go back to the Course Content and create an assignment with only 'Prohibit late submissions' enabled in Settings
  6. Set the due date for today with the due time set a few minutes after the current time
  7. Access the Student Preview mode and go to the assignment
  8. Upload a PDF and remain on the Edit File Options page
  9. Wait until one or two seconds are remaining before the due date and then click on Save
  10. Despite the 'Time up' message, the file continues to load. Click on 'Ok' and exit Student Preview mode.
  11. As an instructor, access the student's submission and try to download the file.
Observed Behavior:
An error message appears:

 'This site can’t be reached.' or 'Either you are not logged in or you do not have the appropriate privileges to perform this action.'

Expected Behavior:
The file should be downloadable.
