Japanese and Korean Characters are Garbled in Activity Stream Notification Tooltip

Description:
When Japanese or Korean characters are inserted into the System Admin > Brands > Title field, these characters are garbled in Activity Stream system announcement tooltip. Additionally, if the title includes the '&' character, it is displayed as '&'.
Steps to Repeat:
  1. Log into Blackboard Learn Ultra Experience as an administrator
  2. Go to System Admin > Brands
  3. Enter Japanese characters and '&' into the Title field
  4. Click on Save
  5.  Go to Activity Stream
  6. Create a notification
  7. Hover the mouse over the notification


Observed Behavior:
Japanese characters are garbled and '&' displays as '&'

Expected Behavior:
Japanese characters and '&' display correctly.
