Erroneous Message Failed to Retroactively Update Course for Progress Tracking When Copying Course Content

Description:
When the Progress Tracking course tool is enabled and locked at the System Level, copying content from another course generates an exception report stating "Progress tracking couldn't be applied retroactively to this course" despite both the source and destination courses having Progress Tracking enabled.
 
Steps to Repeat:
  1. Log into Blackboard Learn Ultra Experience as an administrator
  2. Go to System Admin > Tools
  3. Turn on Progress Tracking course tool and lock the setting
  4. Access a course 
  5. Click the Course Content ellipsis menu and select 'Copy Items'
  6. Search for source course ID 
  7. Click on the course link
  8. Go to Content and select any assignments
  9. Click on Start Copy


Observed Behavior:
Item is copied successfully with an exception report as follows:

"Progress tracking couldn't be applied retroactively to this course. View the log file for details."


Expected Behavior:
Item is copied successfully with no exception report generated
