Assessment Goals not visible to Students

Issue Description:
Users receiving "You don't have any assessments aligned to goals yet" message when attempting to see Assessment Goals.
Steps to Repeat:
  1. Access Environment as Administrator
  2. Go to System Admin > Goals > create a couple of Goals
  3. Create a new Course shell or use an existing one 
  4. Enroll at least two Users in the Course, one Instructor and one Student 
  5. As Instructor, access the Course and create a pool of questions (Course > Tests, Surveys and Pools > Pools)
  6. Add alignments to each of the questions created in the pool
  7. Under "Course > Content", create a new Test and reuse the two questions from the pool
  8. Make the Test available to Students > as Student, take the Test and submit it
  9.  Go to: Course > Tools > Goal Performance

Expected Behavior:
Learn should display the information about the Assessment's questions aligned to Goals

Observed Behavior:
Message: "You don't have any assessments aligned to goals yet"


Enable Student Visibility when setting the Alignments.
