Ultra Student Activity Report Shows no Time to Open Value

Description:
After Students submit a Test in an Ultra based Course and the attempts are graded, the Student Activity report shows "--" for the Time to Open area on the Report. It is not clear how this value would be updated and several reports on different tests have been reviewed which all show "--".
Steps to Repeat:
  1. Log in as Administrator
  2. Access an Ultra based Course
  3. Create a Test with a few questions
    1. Attempt the Test as a Student
  4. Grade the Test as Instructor
  5. As Instructor/Administrator access the Course > test: Student Activity Report
Observed Behavior:
The report shows attempts and data in other areas however the "Time to Open" is listed as "--"

Expected Behavior:
Unknown as documentation does not explain how or when this would be changed on the report
