Retention Center Deadline Rules Problems

Issues with the Retention Center Deadline Rules, as follows: 1. When the deadline rule is set to 'more than 0' then it also catches those who submitted before the deadline on the due date. 2. When the deadline rule is set to 'more than 1' then it does not catch all those who have not submitted. This doesn't seem to match the behavior given results of point 1 above. The rule 'more than 1' does not identify Students who have not submitted at all, even though the due date has passed.
Steps to Repeat:
  1. Login to Environment as Administrator
  2. Access a test courseA and enroll 3 Student Users
  3. Create an Assignment with a due date of today
    • Log in as student 1 and student 2 and submit the Assignment
  4. Access a Course > control panel > Evaluation > Retention Center
    • Set Misses Deadline Rule to 'More than 0'
  5. Observe: you can see all 3 Users on missed deadline column

Observed Behavior:
Even if Users submit before the due date and the criteria is set to "More than 0" they are listed on the missed deadline column
