SaaS Ultra Allows Empty Assignment Submission

Description:
As a Student you can upload a 0 byte file or submit an empty Assignment, a warning should appear if the file is empty or if the Student has not uploaded a file and left the content editor blank.
Steps to Repeat:
  1. Login to Blackboard Learn
  2. Access an Ultra Course
  3. Create an Assignment - allowing multiple submissions
  4. Log in as a Student enrolled in the Course
  5. Access the Course and submit the Assignment without adding any content/files
  6. Observed that the Assignment submission is successful
  7. Resubmit the Assignment and upload a 0 byte file
Observed Behavior:
Both submissions are accepted and the Assignment is submitted

Expected Behavior:
A warning should appear letting the user know no data was supplied for the assignment submission
