Nonstandard Date Format Breaks Limits in SIS Logs with some Language Packs

Issue Description:
When not using the standard MM/DD/YYYY date format while searching SIS Logs in the GUI, some scope-limiting features do not work correctly with certain Language Packs.
Steps to Repeat:
  1. Log into Blackboard Learn as a System Administrator
  2. Set the Language Pack to en_GB [English (United Kingdom‭)]
  3. View the logs for any active Integration
  4. In the From date field, select a date value that is more than 7 days in the past
  5. Run the search

Expected Behavior:
The following error message is displayed:
Date range is too broad.  Please narrow your selected dates to seven days.

Observed Behavior:
The error message is not displayed

Symptoms:

Also, setting the From date to a date in the future should automatically revert to the current date, but that does not happen after the above steps.


Cause:

This is caused by Language Packs that do not use the standard MM/DD/YYYY date format. 
  • de_DE - uses date format DD/MM/YYYY
  • en_GB - uses date format DD/MM/YYYY
  • ar_SA  - uses Hijiri calendar and is RTL
