Issue Description:
An attached file with an apostrophe in the name won't allow an assignment to be edited and throws an error.
Steps to Repeat:
  1. Log in to Blackboard as an Administrator
  2. Make a Course or use an old Course
  3. Create an Assignment and attach a file to it with a name that has an apostrophe in it. (Yes this works and throws no error)
  4. Edit Assignment, change nothing and save it
Observed Behavior:
Throws an error, for example:
{"destinationUrl":"/webapps/blackboard/content/listContentEditable.jsp?content_id=_XXXXXX_1&course_id=_XXXXX_1"}

Expected Behavior:
Edit should save

Resolution/Workaround:

Do not use special characters in file names.
