Course Archive/Restore Does not Preserve Attached Files Ordering

Description:
After archiving then restoring a course, the files that were uploaded as content before a course archive are randomly re-ordered when restoring the course.
Steps to Repeat:
  1. Log in as System Admin
  2. Go to System Admin > Courses
  3. Create a new Course
  4. Go to Content
  5. Create a new Item
  6. Upload 3 files to the Item
  7. Make note of the order of the files
  8. Archive the Course
  9. Restore the Course
Expected: Files should appear in the same order as the archived Course
Observed: Files are randomly out of order.
