Answer:

If the security setting in Internet Explorer is set to Medium-high, you will not be able to download files from an encrypted site. You will receive a prompt from Internet Explorer to save the JNLP file.  Clicking the save button will not save the file instead IE will send a message stating that the browser "Could not download this file."  

The reason you cannot save a JNLP file is because the SAS (Session Administration System) uses SSL encryption.  Follow the steps below for an easy work-around:

  • Click Settings
  • Select Internet Options
  • Select Advanced
  • De-select the option "Do not save encrypted pages to disk"

  • Select Apply
  • Select OK  

You should now be able to download the JNLP file from the SAS via Internet Explorer with Medium-high security settings.
