Language Pack Error When Converting Building Blocks to LTI in Spanish

Description:
When converting a Building Block to a LTI with the environment set to Spanish, the changes are not saved. 
Steps to Repeat:
Prerequisite: Use browser's Developer tools: Console tab. 
 
  1. Log into Blackboard Learn as an administrator
  2. Navigate to System Admin > Under Tools and Utilities click on Language Packs
  3. Click on chevron for Español (España‭) > Manage
  4. Under System Default click on the checkbox next to Default and Submit
  5. Go back to System Admin
  6. Under Tools and Utilities select the option 'Converting Building Block Content to LTI'
  7. Select the option Migration Service Settings
  8. Under Migration Service Settings select the required/appropriate options for Select Building Block and select LTI Tool Provider
  9. Click on Add Building Block
  10. Try to edit and delete the added Building Blocks settings
 

Observed Behavior: 

  1. There were no changes, and the UI (User Interface) does not reflect anything due to the Spanish language.
  2. Even though the user clicked on 'Edit' or 'Delete', nothing changes in the User Interface.


Expected Behavior:

  1. Building Block and LTI should be mapped and added below.
  2. The user should have the ability to edit and delete while completing the process.


Additional Information Regarding Replication:
Go to the Console tab and look for errors in the Migration Service settings page.
