Graders are Unable to Grade Unavailable Discussions

Description:
When a discussion is made unavailable to students, users with the grader role get an access denied message when they try to add a grade.
Steps to Repeat:
  1. Log into Blackboard Learn as an instructor or administrator
  2. In an Original Course create a discussion and make it available
  3. Using the Preview User post a text in the discussion
  4. Close the Preview User and make the discussion unavailable by setting the option Display Until in a past date
  5. Log in with another user that has the grader role in the course
  6. As the grader go to the Full Grade Center and click on Grade User Activity for the discussion

Observed Behavior:
An 'Access Denied' message is shown. 

Expected Behavior:
The grader can grade the discussion.
