Description:
When Blackboard Assist is enabled and an administrator logs into the Ultra Base Navigation, a Bb Assist pop-up message displays every time they access. Also, in the Menu beside 'Assist', the text "New" appears. 
 
Steps to Repeat:
Prerequisite: Have Blackboard Assist enabled 
  1. Log into Blackboard Learn Ultra Experience as an administrator 

Observed Behavior:
Once the Ultra Base Navigation fully loads, the Bb Assist welcome pop-up displays. Also in the Menu beside 'Assist', a sign of 'NEW' appears. 

Expected Behavior:
No welcome pop-up displays and there is no "NEW" beside the 'Assist' in the Menu.

SaaS-Fixed (v3900.89.0-rel.31 or higher)
