SafeAssign Originality Report is Only Available to Instructor and Admin Roles in Ultra

Steps to Repeat:
  1. Log into Blackboard Learn (Ultra environment) as Instructor
  2. Create and access a course
  3. Create and enroll a user in the course as any role with a grading privilege different than an Instructor (example: teaching assistant)
  4. Create an Assignment with SafeAssign enabled
  5. Enter Student Preview > Take the Assignment created in Step 4 > Exit Student Preview
  6. Log in as the user created in Step 3
  7.  Navigate Course > Grade Center > Full Grade Center > Select Submissions > Click on the icon of the Originality Report

Expected Behavior:
All grading roles are able to open and view Originality Reports.

Observed Behavior:
Only users with System Admin and Instructors roles are able to open and view Originality Reports.
