Description:
In Graded Discussion Boards with due dates, the system is generating empty Attempt records for students who have not posted anything once the due date is reached, which causes their grade to show up as 'Needs Grading' for those dummy attempts.
Steps to Repeat:
  1.  Log into Blackboard Learn as an Administrator
  2. Navigate to System Admin > Courses > Create and access a course
  3. Create a student user > Enroll this user in the course created in step 2
  4. Go back to the created course in step 2 > Go to Content > Under Tools, choose Discussion Board > Create New Forum and make sure it is available, gradable, and has a due date set > Click Submit
  5. Ensure the set due date passes, then navigate to Grade Center > Full Grade Center
Expected Behavior: No empty attempts are created for students that did not post.
Observed Behavior: Empty attempts that need to be graded are created for students that did not post before the due date passes.


Cause:

The creation of the empty attempt to store the grade is "working as expected".  All grading done in the discussion tool is done via the attempt row.
