Create New Rubric Button not Appearing for Instructors With a Missing Permission

Description:
Create New Rubric button will not appear for instructors with a missing permission when creating tests or assignments.
Steps to Repeat:
  1. Log into Blackboard Learn Ultra Environment as an Administrator
  2. Create a course
  3. Enroll a user in the course as an Instructor ( "P")
  4. Go to the System Administrator Panel > Course/Organization Roles > P ▼ > Privileges
  5. Remove the entitlement "Course/Organization Control Panel (Customization) > Properties"
  6. Login as the instructor
  7. Access the course 
  8. Click on ⊕ > Create Assignment > ⚙ > Rubrics > Add Grading Rubric

Observed Behavior: Create New Rubric button does not appear. 
Expected Behavior The option to create a new rubric is present.
 
  1. Revert step 5
  2. Refresh the privacy window and repeat steps 6-8
Observed Behavior: Create New Rubric button appears.
Expected Behavior: Create New Rubric button appears.
