Slow and Laggy Response in a Discussion Forum With Many Students Posting

Description:
An active Discussion Forum in a course with many students enrolled is slow and laggy when they read and post their messages in the forum/thread. 
 
Steps to Repeat:
  1. Log into Blackboard Learn as an Administrator
  2. Access a course with many students enrolled in, for example 3000
  3. Navigate to Course Control Panel > Course Tools > Discussion Board
  4. Select a forum that has about 6000 posts 
  5. Select a big thread 
Observed Behavior: 
The page loads slowly (10 seconds to load). 

Expected Behavior: 
The page loads quickly.
