Graders are Unable to Grade Unavailable Discussions

Description: When a discussion is made unavailable to students, users with the grader role get an access denied message when they try to add a grade.
Steps to Replicate:
- Log into Blackboard Learn as an instructor or administrator
- In an Original Course create a discussion and make it available
- Using the Preview User post a text in the discussion
- Close the Preview User and make the discussion unavailable by setting the option Display Until in a past date
- Log in with another user that has the grader role in the course
- As the grader go to the Full Grade Center and click on Grade User Activity for the discussion
Observed Behavior:
An 'Access Denied' message is shown.
Expected Behavior:
The grader can grade the discussion.
