Multiple Self -Enrollment Group Sets Blink as if They Change Places

Description:
Multiple self- enrollment group sets blinks as if they change places.

The issue can be replicated in Student's view, and could lead to a non-responsive page.
Steps to Repeat:
  1. Log into Blackboard Learn Ultra Experience as an administrator 
  2. Create an Ultra course and enroll some students in it
  3. Create minimum 12 Group Sets with the following settings:
  • Visible to students
  • Group Students "Self Enrolled"
  • Leave the rest of the Settings untouched
  1. Log in as one of the enrolled students
  2. Navigate to the 'Groups' tab


Observed Behavior: 
The Group Sets names start to blink seemingly between two states:
  1. The current Group Set name
  2. The name of the Group Set beneath the current one

Expected Behavior:
The student sees a list of all the Group Sets which s/he can be enrolled in.
