Issue Description: Icons are used to identify the characteristics of various elements (e.g., assignment, test, web link). These items have no alt text and blind or low vision students are at a disadvantage because the information provided by the icons is not available.

Steps to Replicate:

  1. Enter a course
  2. Click on Build Content and pick an option to create
  3. Create the new piece of content
  4. See the appropriate icon on the screen


Expected Behavior:
View source on the page to see alt text is used on the icons.

Observed Behavior:
View source on the page to see alt text is not used on the icons.
