A 'New' Notification Appears next to Groups in the Books and Tools menu

Description: In the student's view, a 'New' notification appears next to Groups in the Books and Tools menu.  This behavior is present in Ultra courses, despite no groups being present.

Steps to Replicate:

  1. Log into Blackboard Learn (Ultra) as Instructor 
  2. Create a course
  3. Create a User > Enroll user as Student in the course created in Step 2
  4. Log into Blackboard Learn as Student created in Step 3
  5. Navigate to the Books and Tools menu
    • Note:  A 'New' notification displays next to Groups.
  6. Select View Groups to Join link

Observed Behavior:
No new groups are available.

Expected Behavior:
A new group is available for the Student to join.
