Issue Description:
When changes to an HTML File Item are made with the Edit in Blackboard functionality, those changes are not immediately visible in Learn.
Steps to Repeat:
  1. Log into Blackboard Learn as a System Administrator
  2. Create and access a Course
  3. Outside of Learn, create a HTML file
  4. Upload the file to the Course Content
  5. Create a File Item in the Content Area using the HTML file
  6. Click the File's chevron and select Edit in Blackboard
  7. Make changes to the HTML and Submit
  8. View the File

Expected Behavior:
The changes are immediately visible

Observed Behavior:
The changes are not immediately visible
