Error Message when Uploading File does not Reflect Course Exceeding Quota

Description:
When Instructor uploads a file that causes the Course to exceed quota, the error message does not reflect this and system allows partial upload. This causes error when Students try to download the file.
Steps to Repeat:
  1. Login as Administrator
  2. Create a Course
  3. Set the Course's Quota to a low value, like 1MB
  4. Access the Course and create a content, for example a document
  5. Upload a file that is over 1MB

Expected Behavior:
User gets an error message that indicates the Course has exceeded its content quota and system should stop the file from getting uploaded

Observed Behavior:
The upload fails with the error "Oh No. Something went wrong" and file is partially uploaded. Students get "Access Denied" error when trying to download the file
