Description:
The Ultra Visual Text Box Editor (VTBE) breaks mailto links by appending http:// to them.
Steps to Repeat:
  1. Log into Blackboard Learn Ultra environment as System Administrator
  2. On the Institution page, click the + (Plus) icon to create a new custom content module
  3. In the VTBE, Select the Insert Link button and create a link with the link URL mailto:abc@blackboard.com and text of Test
  4. Visit a web page that has a mailto text link, highlight that link, copy it, and paste it into the VTBE on a new line in the same module
  5. Select Save on the module
  6. Click on both links

Expected Behavior:
Both links function as mailto links successfully.

Observed Behavior:
The first link has http:// appended to it and does not function as a mailto link.
