Course Instructor can View Student Emails Listed in Course Users but can not View Emails from REST API CALL

Description:
A course instructor can see student emails listed in course users, but can not get those from ..courses/{courseId}/users?expand-user REST API call. With the API call, the user only sees the email for themself, as an instructor in the course.
Steps to Repeat:
  1. Log into Blackboard Learn as Instructor
  2. Enter course where email addresses are needed
  3. In the left navigation bar, select Users and Groups
  4. Select Users
    • Note:  As an Instructor, you can see all of the students' email addresses. This is working as it should.
  5. Navigate to the browser URL field > Paste the following URL:
Observed Behavior:
REST results that do not include the students' email addresses are returned to the Instructor.

Expected Behavior:

REST results that include the students' email addresses are returned to the Instructor.



Resolution/Workaround:

Pull course users' records from the GUI.
