AccessControlException for "createSecurityManager" with custom B2s on JDK 11

Issue Description:
Custom developed B2s that use private APIs require permission checks to load. This stopped working after JDK 11, which is required on Learn 3800 and higher.
Steps to Repeat:
  1. Create a custom B2 using a private api
  2. Install the B2
Expected Behavior:
The B2 initializes and there is no AccessControlException

Observed Behavior:
The B2 fails to start.  The Stdout-Stderr log records the following error:
The following permission ("java.lang.RuntimePermission" "createSecurityManager") is not allowed for iese-planning_service. [The name of the b2]
