Invalid Files After Importing Courses with Links Pointing to the Content Collection

Issue Description:
When a Course is exported that contains file attachments linked to any of the directories like the Institution folder in the Content Collection, the attachments produces Invalid Files errors after importing the packages.
Steps to Repeat:
  1. Login to Blackboard as an Administrator
  2. Go to System Administrator Tab > Courses
  3. Create a new Course
  4. Enroll an Instructor User to the Course
  5. Login as the Instructor and enter the Course
  6. Enter any Content Folder in the Course Menu
  7. Go to Build Content > Item
  8. Provide a Name and click Browse Content Collection
  9. Go to Browse > Institution Content
  10. Select a File and click Submit
  11. Go to Packages and Utilities > Export/Archive Course > Export Package
  12. Select Course Files Default Directory as Copy links and include copies of the files in the Course default directory
  13. Select Files Outside of the Course Default Directory as Copy only links to files stored outside of the Course default directory
  14. Click Select All then click Submit
  15. Save the exported package into your local computer
  16. Go back to the Content Folder and delete the Content Item that contains the file from the Institution folder
  17. Enter a different Course
  18. Go to Packages and Utilities > Import Packages / View Logs > Import Package
  19. Click Browse My Computer  and Select the exported package 
  20. Click Select All then click Submit
  21. Go back to the Content Folder
Expected Behavior:
The exported files will be accessible to Users

Observed Behavior:
The exported files display a red bar with Invalid File message

Resolution/Workaround:

When exporting the Course as an Instructor, select the Copy links and include copies of the files outside of the Course default directory option instead of the default Copy only links to files stored outside of the Course default directory option.
