Error Occurs when Entering Numbers on Numeric Fields Using Arabic Language Pack

Description:
Western numbers should be allowed into any numeric field such as assignment grades or grade center using Arabic language pack.
Steps to Repeat:
  1. Log into Blackboard Learn (Ultra environment) as System Administrator
  2. Create a Course > Enforce the Arabic Language Pack (ar_SA)
  3. Enroll an Instructor and Student into Course created in Step 2
  4. Create an Assignment
  5. Log in as Student enrolled in Step 3
  6. Navigate to Course > Assignment > Submit Assignment
  7. Log in as Instructor enrolled in Step 3
  8. Navigate to Course > Assignment > Attempt to change the Assignment settings > Edit the Maximum Points Allowed or try to fill any numeric field for grades

Expected Behavior:
Western numbers are allowed when using the Arabic Language Pack in Ultra.

Observed Behavior:
Western numbers are translated into Arabic characters.
