Custom Language Pack Changes Revert after Restart or Upgrade

Issue Description:
Any changes to custom Language Packs get reverted after performing a rolling restart or codeline upgrade.
Steps to Repeat:
  1. Log into Blackboard Learn as a System Administrator
  2. Make changes to a custom Language Pack
  3. Perform a Rolling Restart
  4. Check the custom Language Pack

Expected Behavior:
The changes remain

Observed Behavior:
The changes have been reverted


This also occurs after a codeline upgrade.
