Course Error Message Banner Displays as White on White

Issue Description:
Course error message banners are displaying as white on white text when accessing a prohibited item for Users who are not Enrolled. Error messages should be displayed with a red banner with white text.
Steps to Repeat:
  1. Login as a System Administrator
  2. Enter a Course
  3. Quick Enroll
  4. Create a Learning Module and an Assessment
  5. Turn Edit Mode off
  6. Un-Enroll from the Course
  7. Launch the Test
Expected Behavior:
The header for the error message is white text on a red background
