Issue Description:
When a File is configured to be tracked, Learn only registers the IP address when the file is accessed through Content Collection. The IP address should be stored when the linked files are accessed through the Content area.
Steps to Repeat:
  1. Login as Administrator
  2. Create a new Course or use an existing one
  3. Go to the Course Content Collection
  4. Upload any file and Enable Tracking
  5. Access the file or change the permissions to the file uploaded
  6. In the uploaded file, click the Contextual menu and choose 360 View
  7. Scroll down and check the Tracking Data section and notice that the IP address is saved there
  8. Go to the Content button within the Course and upload the same file to Build Content > File
  9.  Input a Name and Browse Content Collection to select the file
  10. Click the Refresh button on top below the Course name
  11. Open the file
  12. Go to the Course Content Collection
  13. Select the same file and click the Contextual menu and choose 360 View
  14. Scroll down and check the Tracking Data section
Expected Behavior:
IP address should be stored when the linked file/files are accessed through the Content area

Observed Behavior:
The IP address is registered only when the file is accessed through the Content Collection
