Description:
Observers cannot access any files within Courses of the Students they are Observing if that Content is uploaded by Instructors via the Build Content > Add File function.
Steps to Repeat:
  1. Log into Blackboard Learn as a System Administrator
  2. Create a new test Course
  3. Create 2 test Users
  4. Enroll the Users in the Course, one as a Student and the other as an Instructor
  5. Access the Course and navigate to [Control PanelCustomization > Guest and Observer Access
    • Allow Guests: No
    • Allow Observers: Yes
    • Submit
  6. Navigate to a Content Area and click Build Content > Item
    • Give the Item a Name
    • Attach a file
    • Submit
  7. In the same Content Area, Click Build Content > File
    • Give the File a Name
    • Attach the same file as step 6
    • Submit
  8. Create a new User
    • Fill in the required fields
    • Institution Role: Observer
    • System Role: Observer
    • Submit
  9. Add the Observer to the Student
    • Go to System Admin > Users
    • Find the Student from step 4
    • Click on the chevron > Observer Associations > Add Observer Association
    • Locate the User from step 8
    • Submit > OK
  10. Log in as the Observer
  11. Access the Course and navigate to the Content Area
  12. Attempt to access the Content Items created in steps 6 & 7

Expected Behavior:
Both Content Items are accessible

Observed Behavior:
The Item is accessible, but the File throws an error:
Access Denied
Either you are not logged in or you do not have the appropriate privileges to perform this action. You may have access to other parts of the course.

Resolution/Workaround:

Allow Guest Access in the Course:
  1. Access the Course and navigate to [Control PanelCustomization > Guest and Observer Access
    • Allow Guests: Yes
    • Allow Observers: Yes
    • Submit

Download File:
  1. Right click File link
  2. Save As...
  3. Follow prompts to save and download file

Open in new Tab:
  1. Right click File link
  2. Open in New Tab
