Issue Description:
When etl_non_aa runs it kicks off several Stored Procedures and ETL_GetData and ETL_CreateDeltaTable are two of note. Of these only ETL_CreateDeltaTable logs to the etl_log table so in situations where the view being populated have reset_ind = 'Y' the etl_log doesn't show which ones took long or when they ran.
Steps to Repeat:
  1. Login as Administrator
  2. Run etl_non_aa then check the output of the etl_log table
Expected Behavior:
All etl_materialized_view table rows to be present when checking the output of the etl_log_table

Observed Behavior::
Not all of the etl_materialized_view table rows processed are present to be able to correlate the timing of them
