Description:
Students whose surname beginning with Swedish letters are listed in wrong order in Grade Center, Ä comes either before or after A when it should be the second last letter in the Swedish alphabet.
Steps to Repeat:
  1. Login to Blackboard 
  2. Go to a Course with Students whose surname begins with Swedish specific letters
  3. Go to the Grade Center and Sort

Expected Behavior:
 Students are listed in correct order,  Ä for instance should be the second last letter in the Swedish alphabet

Observed Behavior:
Students are listed in wrong order,  Ä comes either before or after A
