Content Collection Permissions are not Immediately Given on Quick Enroll

Issue Description:
Quick enroll workflow for a custom System Role is designed to allow special Users to perform Course copies by quick enrolling first. Since content collection privileges aren't given right away, these copies are failing. Enrolling Users via other methods doesn't seem to have the same problem.
Steps to Repeat:
  1. Create a new User and a new Course
  2. Create a new System role and give the following 4 permissions:
    •  Administrator Panel (Courses) > Courses
    •  Course/Organization > Access unavailable Course
    •  Administrator Panel
    •  Course/Organization Control Panel > Quick Enroll
  3. Assign that System Role to the new User
  4. As Admin, enter the test Course and upload a file
  5. Login as the test User, System Admin > Courses > find the test Course
  6. Enter the test Course and quick enroll
  7. Attempt to open Course files
Observed Behavior:
The button in the control panel does not appear and attempting to navigate to it directly (/webapps/cmsmain/webui/courses/xxxxxxxxxxxxx) thows an error saying you don't have permissions.
  1. Wait a while (about 15 minutes or so)
