Embedded Flash Videos Do Not Display in SaaS

Description:
Embedded flash videos will not display when added in Course Content items, Wikis, and Assignments. They display without issue in preview mode within the text editor.
Steps to Repeat:
1.Logon as Instructor
2.Access a Course
3.Click the Content
4.Click Build Content > Item
5.In the VTBE text editor > Click Insert/Edit Embedded Media icon
6.Set the Type to Flash
7.Click Browse My Computer or Browse Content Collection
8.Select a .swf file
9.Click Insert
10.Click Submit

Expected Behavior:
Embedded flash video displays

Unexpected Behavior:
Embedded flash video does not display
