Description:
Content Collection permissions to view the Course home folder is not granted immediately to a Course Administrator after Quick Enrolling. However, after roughly 5 minutes, access is granted.
Steps to Repeat:
  1. Log into Blackboard Learn as a System Administrator
  2. Create a Course
  3. Create a User and give it the Course Administrator System Role
  4. Log in as the User and access the Course
  5. Click Quick Enroll
  6. Attempt to access the Course Folder
Expected Behavior:
The Course Folder can be accessed immediately.

Observed Behavior:
The Course Folder can not be accessed immediately; the user can access after about five minutes.

Symptoms:

While it immediately appears that there is not access to the Course Folder, the User will have access after roughly five minutes.


Resolution/Workaround:

As a short term workaround, a new bbconfig property, bbconfig.cs.principal.cache.expiration.seconds, has been added to Q4 2018 Cumulative Update 8 to control the cache expiration time.  If the property is empty, the default is 12 minutes to expire the cached items.  If set to a short time, for example 60 seconds, it will take a minute before the user can access the course content.  When adjusting this setting, it should not go below 30 seconds. The more frequently the principal cache items get refreshed can cause strain on the system.  After changing the value, PushConfigUpdates will need to be run.
