Description:
Users are getting a 404 error page when downloading files attached via the Quick Feedback to Learner area for a graded Discussion Forum.
Steps to Repeat:
  1. Log into Blackboard Learn as System Administrator
  2. Create a course
  3. Create two users
  4. Enroll one user as Instructor and the other user as Student in the course
  5. Log in as the Instructor > Navigate to the Course created in Step 2
  6. Navigate to Course Menu > Discussions
  7. Create a gradable Discussion Forum, then create a thread in this forum
  8. Log in as the Student > Navigate to Course > Discussion Forum > Create a post in the thread created in Step 7
  9. Log in as the Instructor
  10. Navigate to Grade Center > Full Grade Center
  11. Select the Chevron for the Student's attempt > Select Grade User Activity
  12. In the Feedback to Learner section, upload a file from local computer using the clip icon
  13. Enter a score for the attempt > Select Save Draft
  14. Without leaving the inline-grading page, open the Feedback to Learner section again > Select Submit
  15. Log in as the Student
  16. Navigate to the Course > Course Menu > My Grades > Click on the discussion forum grade
  17. Attempt to download the file attached by the Instructor
Expected Behavior:
The Student is able to download the file successfully, without error.

Observed Behavior:
The Student receives the following error message:
Error: 404 NOT FOUND
