Ally Linked Resource List Contains Student File Attachments from Virtual Hard Drive

Steps to Repeat:
The content system virtual hard drive is enabled and content links added in course manages from the content collection.  
  1. Log into Blackboard Learn as System Administrator
  2. Ensure Virtual Hard drive is enabled by navigating to System Admin > Content System Settings > Virtual Hard Drive 
  3. Log in as a Student > Add a content item to the User area in the content system 
  4. Send a message in the course tools to the Instructor and attach an image in the VTBE
  5. Choose Browse Content Collection > Select image/file
  6. Use the linkedResource REST API (Ally uses this) to view this file

Expected Behavior
Course messages do not display in the linkedResource REST API.

Observed Behavior
The file is shown as a linked course content item and this means Ally will pick it up.  This means student attachments can drop the overall score of the course.
