Portfolio Artifacts Containing Link Ending With "/" do not Show Images Added From Content Collection nor Uploaded From Device if They are Shared or Downloaded

Description:
When students use links in their artifacts that end with "/" and then upload or attach images from Content Collection, those artifacts fail to process the images once they are shared or exported.
Steps to Repeat:
  1. Log into Blackboard Learn Ultra Experience as an administrator
  2. Navigate to System Admin > Users > Create 2 users
  3. As User 1 access Tools > Portfolios
  4. Switch to My Artifacts tab and Add Personal Artifact
  5. Add Title
  6. In the VBTE click on Add URL and add URL https://google.com/
  7. Upload an image from the device or add one from the content collection
  8. Save the artifact
  9. Access My Portfolios and create own Portfolio
  10. Add the artifact created before and save
  11. In My Portfolios click on More under the created portfolio and Share
  12. Select 'Share with user 2'
  13. Return to My Portfolios view and click on View
  14. Open the artifact page to confirm you can see it as user 1
  15. As user 2 access Tools > Portfolios > Shared with Me
  16. Open the portfolio of user 1 and access the artifact

Observed Behavior:
User 2 can't see the picture in the created artifact.
 
Expected Behavior:
User 2 should be able to see the picture in the created artifact.
