In Ultra the Screen Reader is not Reading Questions on Test

Description:
In the Ultra Experience, when students access an assignment/test the screen reader does not read the questions and it goes right away to the answers. 

 
Steps to Repeat:
Prerequisite: Turn on a screen reader like Jaws.
  1. Log into Blackboard Learn Ultra Experience as an administrator 
  2. Access a course and open an assignment. The user will hear the screen reader the assignment's title 
  3. If the user is visually impaired, press tab
  4. It skips the question and goes right to the answer without instruction

 

Observed Behavior:
Questions are not asked.

Expected Behavior:
Questions are read before moving to answers.





Information:

This issue is affecting people who are visually impaired since they do not know what question they are supposed to answer.
