Content Editor is not Interpreting Panopto Video Embedded as Video Element

Steps to Repeat:
Prerequisite:
Panopto is enabled in the Learn environment.
  1. Log into Blackboard Learn as System Administrator
  2. Navigate to System Admin > Courses > Open a Course with the Embedded Media option present for Panopto videos
  3. Navigate to Content > Edit a Content Item (Panopto) > Select the Edit HTML button in the Content Editor
  4. Insert the HTML code in the following format:
    • <p><iframe width="720" height="480" style="max-width: 100%; max-height: 100%;" src="https://test.panopto.com/Panopto/Pages/Embed.aspx?instance=blackboard&amp;id=100000-8414-4953-a7ce-aba500264be6&amp;v=1" frameborder="0" allowfullscreen="allowfullscreen"></iframe></p> <p><br /><br /></p> <div width="720" height="480" data-ephox-embed-iri="https://test.edu/bbcswebdav/pid-100000-dt-content-rid-100000_1/xid-100000_1"><video style="width: 100%;" controls="controls"> <source src="https://test.edu/bbcswebdav/pid-0000-dt-content-rid-15384914_1/xid-15384914_1" type="video/mp4"> </video></div> <p><br /><br />&nbsp;</p>
  5. Close HTML Editor > Right-click on the Panopto Video Embed

Observed Behavior:
The "Media" menu is not present in the contextual menu to edit the embedded Panopto video.

Expected Behavior:
The "Media" menu is present in the contextual menu, and users are able to edit the embedded Panopto video.
