Ultra Courses Allows the Option 'Align With Goals' Despite that Goals Tool is Disabled at the System Level

Description:
In Ultra experience, the option 'Align With Goals' stays valid to use in courses although it was disabled from the system tools.
Steps to Repeat:
  1. Log into Blackboard Learn with Ultra experience as an Administrator
  2. Go to courses > Create and access a course > Under Course Content > Click the '+' sign > Create an assignment 
  3. Click on the cogwheel icon at the top right corner > Scroll down to 'Goals and Standards' and click on > 'Align with goals' > Choose an existing goal > Click Submit
  4. Navigate to System Admin > Tools > Look for 'Goals' > Turn it off as a 'Course Tool' > Click Submit
  5. Go back to the course and assignment created in step 2 > Click on '...' and choose Edit
  6. Click on the cogwheel icon at the top right corner > Scroll down
Observed Behavior:
The ' Goals and Standards' tool and the 'Align with goals' option still exist. 

Expected Behavior: 
The ' Goals and Standards' tool and the 'Align with goals' option should disappear.
