File Listed Twice in Accessibility Report After Course Copy

Description:
Files are being listed twice in the Accessibility Report within a course after doing a copy of the course. 
Steps to Repeat:
  1. Log into Blackboard Learn as an Administrator 
  2. Create an assignment named "Ally Assignment with Attachments" in "Ally_Source_Course"
  3. Attach DOCX and PDF files with accessibility issues
  4. Onboard "Ally_Source_Course" from Ally admin
  5. Copy "Ally_Source_Course" into "Ally_Target_Course" with option "Copy links and copies of the content".
  6. Onboard "Ally_Target_Course" from Ally admin.
  7. Checked the REST API for Linked Resources for "Ally_Target_Course":
    • https://<site>/learn/api/v1/courses/_xxxxx_x/resources/linkedResources
    • Each file is only listed once.
  8. Viewed Accessibility Report for "Ally_Target_Course":
    • Each file is only listed once.

Observed Behavior: 
Each file is listed twice.

Expected Behavior: 
Each file is only listed once.



Note: The issue isn't consistently reproducible using these steps.
