Description:
A file that appears in the Accessibility Report cannot be found in the course. 
Steps to Repeat:
  1. Log into Blackboard Learn as an Administrator 
  2. Create an assignment called "Assignment with Attachment"
  3. Attach DOCX file with accessibility issues
  4. View Accessibility Report. The DOCX file was listed.
  5. Delete DOCX file from Assignment
  6. Re-onboard the course from Ally admin to make sure the content synced
  7. Check the REST API for Linked Resources:
    • https://<site>/learn/api/v1/courses/_11074_1/resources/linkedResources{"results":[]}
  • It took a few minutes, but the deleted DOCX file no longer appeared on the Accessibility Report.
Observed Behavior: 
The file cannot be found in the course.

Expected Behavior: 
The file is in the course. 

Note: The issue isn't consistently reproducible using these steps.
