Buttons in Original View Courses are Incorrectly Structured for Accessibility

Description:
In Original View courses, the existing buttons in the left navigation panel are not structured as button elements , but instead, these are link <a target="_blank"> elements with the role="button" attribute. Some other buttons like the "Search" button in discussion boards present the same structure issue.  
Steps to Repeat:
  1. Log into Blackboard Learn as an administrator
  2. System Admin > Courses > Create an Original View Course
  3. Look for the Course Menu Button in the left navigation panel (usually named after the course name)
  4. Right click > Inspect
  5. Course Tools > Discussion Boards > Open any thread
  6. Look for the Search button > Right click > Inspect


Observed Behavior:
These buttons are incorrectly structured as link </a><a target="_blank"> elements with a role="button" attribute.

Expected Behavior:
These buttons are HTML semantically structured using the element to allow assistive technology users to understand the page structure correctly.
